Missouri has life without parole.  A jury decides the sentence.  The Governor is required by statute to get a non-binding recommendation from the Missouri Board of Probation and Parole before granting or denying clemency in a death penalty case.

In August of 2003 Joseph Amrine was cleared of all charges and released after seventeen years on death row for the murder of a fellow inmate.
